Server Size Updated - Starts 32vs32. Switches to 64vs64.

What changed?
The server will now begin as 32vs32 when it is empty for smaller map sizes, but will automatically move up to 64vs64 as it fills.
This can also be updated to 127vs127 if users believe it would be a good idea.
